Whom shall he teach knowledge? and whom shall he make to understand doctrine? them that are weaned from the milk, and drawn from the breasts. For precept must be upon precept, precept upon precept; line upon line, line upon line; here a little, and there a little: (Isa 28:9-10)
Precept – a general rule regulating behavior or thought. In this case it is speaking of the Law of Moses and of the Prophets and each precept or commandment one upon another.
For with stammering lips and another tongue will he speak to this people. To whom he said, This is the rest wherewith ye may cause the weary to rest; and this is the refreshing: yet they would not hear. (Isa 28:11-12)
And it shall come to pass afterward, that I will pour out my spirit upon all flesh; and your sons and your daughters shall prophesy, your old men shall dream dreams, your young men shall see visions: And also upon the servants and upon the handmaids in those days will I pour out my spirit. (Joel 2:28-29)
And when the day of Pentecost was fully come, they were all with one accord in one place. And suddenly there came a sound from heaven as of a rushing mighty wind, and it filled all the house where they were sitting. And there appeared unto them cloven tongues like as of fire, and it sat upon each of them. And they were all filled with the Holy Ghost, and began to speak with other tongues, as the Spirit gave them utterance. (Acts 2:1-4)
Just as was prophesied by the Prophet Joel and the Prophet Isaiah. With stammering lips and another tongue will he speak to this people
But Peter, standing up with the eleven, lifted up his voice, and said unto them, Ye men of Judaea, and all ye that dwell at Jerusalem, be this known unto you, and hearken to my words: For these are not drunken, as ye suppose, seeing it is but the third hour of the day. But this is that which was spoken by the prophet Joel; (Acts 2:14-16)
The people believed what the Apostle Peter was speaking and desired to know how they could be saved.
Therefore let all the house of Israel know assuredly, that God hath made that same Jesus, whom ye have crucified, both Lord and Christ. Now when they heard this, they were pricked in their heart, and said unto Peter and to the rest of the apostles, Men and brethren, what shall we do? (Acts 2:36-37)
The Apostle Peter replies with the plan of Salvation to all believers.
Then Peter said unto them, Repent, and be baptized every one of you in the name of Jesus Christ for the remission of sins, and ye shall receive the gift of the Holy Ghost. For the promise is unto you, and to your children, and to all that are afar off, even as many as the Lord our God shall call. (Acts 2:38-39)
The initial sign of receiving the free gift of the Holy Ghost was the speaking with other tongues, as the Spirit gave the utterance, just as the Prophet Isaiah prophesied would be the case.
Remember: If you have not received the Holy Ghost with the evidence of speaking with other tongues, as the Spirit gives the utterance, you have not received the free gift of the Holy Ghost.
Now when the apostles which were at Jerusalem heard that Samaria had received the word of God, they sent unto them Peter and John: Who, when they were come down, prayed for them, that they might receive the Holy Ghost: (For as yet he was fallen upon none of them: only they were baptized in the name of the Lord Jesus.) (Acts 8:14-16)
Very clearly it is written that the Holy Ghost was not an automatic gift because you believe on the Lord Jesus, repent of your sins, and are baptized in the name of the Lord Jesus. Of which case you will notice that being baptized in the name of the Lord Jesus is the proper way to be baptized as this is the name of the Father, and of the Son, and of the Holy Ghost being fulfilled as Jesus instructed his disciples.
The 9 gifts of the Holy Ghost are not the same as the initial receiving of the Holy Ghost. The 9 gifts of the Holy Ghost are gifts of the Holy Ghost. You must first have the gift of the Holy Ghost before you can receive any of the 9 gifts of the Holy Ghost. In other words, the gift of divers kinds of tongues is not the same as the receiving of the Holy Ghost with the evidence of speaking with other tongues, as the Spirit gives the utterance. Divers kinds of tongues is one of the 9 gifts of the gift of the Holy Ghost.
